style=3D'mso-spacerun:yes'>&nbsp; </span>This preliminary comment, prepared=
 at
the request of Congressman John Salazar, is based principally on personal
observations made over a period of 44 years of work, study, travel, and
research experience in Latin America in the following locations and countri=
es:
Nicaragua, Honduras, El Salvador, Guatemala, Mexico, Panama, Canal Zone, Pe=
ru,
Colombia, Venezuela, Ecuador, Chile, Brazil, Jamaica, Cuba, and Puerto
Rico.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The author has served a=
s a
Peace Corps Physician in <st1:country-region w:st=3D"on">Brazil</st1:countr=
y-region>
(1966-68), a faculty member of FLACSO (Facultad LatinoAmericano de Ciencias
Sociales) in <st1:place w:st=3D"on"><st1:City w:st=3D"on">Quito</st1:City>,=
 <st1:country-region
 w:st=3D"on">Ecuador</st1:country-region></st1:place> under a USSD Pell Gra=
nt
(1992) and has conducted continuous research in the Peruvian Amazon from 19=
64
to the present. The author is fluent in Spanish, Portuguese, and Shipibo (a
native Amazonian language).</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp; </span>Summary of
observations:<span style=3D'mso-spacerun:yes'>&nbsp; </span>While rich in n=
atural
resources, Latin American societies operated under colonial economic regime=
ns
from the 16<sup>th</sup> century until the late 20<sup>th</sup> century, and
many economies can still be classified as colonial extraction economies.<sp=
an
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Systematic economic, social,=
 and
ethnic discrimination has often been reinforced by brutal military governme=
nts,
many of them installed or supported by the <st1:place w:st=3D"on"><st1:coun=
try-region
 w:st=3D"on">US</st1:country-region></st1:place> government.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Population growth since 1950 throu=
ghout
Latin American has ranged from 2.0 to 3.5 &#8211; 4% per year, with populat=
ion
doubling times ranging from 35 to 20 years.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>National governments have struggled
unsuccessfully to keep up with population growth in meeting the needs for j=
obs,
education, food, housing, education, health care, and other basic necessiti=
es.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>This growth has been accompa=
nied
by widespread ecological devastation compounded by ruthless economic
exploitation by both national and multinational corporate interests.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>The devastation of natural
resources has meant a downward spiral of poverty and hopelessness for those=
 at
the bottom of the economic and political heap, particularly people who are
living on a subsistence farm/fishing economy.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Ecological destruction has
resulted in increasing malnutrition and vulnerability to infections and chr=
onic
disease among poor populations.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Issues of trade and immigration with the <st1:place w:st=3D"on"><st1=
:country-region
 w:st=3D"on">United States</st1:country-region></st1:place> cannot be separ=
ated
from these human realities. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>These
observations are based on personal experience over more than 40 years and a=
re
not based, in this document, on scholarly or academic analysis. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>At
the time of my first visit to Latin America, in 1962, the population of Lat=
in
America and the <st1:place w:st=3D"on">Caribbean</st1:place> was estimated =
to be
approximately 225 million.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It=
 is
now approximately 562 million.<span style=3D'mso-spacerun:yes'>&nbsp; </spa=
n>The
population has increased 2.5 times during that period.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>At current rates of growth, =
it
will pass 1 billion by 2025 or sooner. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp; </span><span style=3D'mso-tab-count:1'>&n=
bsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>One
of the countries that I passed through on the way back from my work site in=
 <st1:country-region
w:st=3D"on">Nicaragua</st1:country-region> in 1962, <st1:place w:st=3D"on">=
<st1:country-region
 w:st=3D"on">El Salvador</st1:country-region></st1:place>, had a population=
 of
approximately 3,000,000.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Notwithstanding a civil war with many thousands of deaths, the
population today stands at about 7 million.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp; </span><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>In <s=
t1:place
w:st=3D"on"><st1:country-region w:st=3D"on">Peru</st1:country-region></st1:=
place>,
which I visited as a medical student for the first time in 1964, the popula=
tion
was estimated to be about 7 million, although UN estimates put it at about =
11
million at that time.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The
population of <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Peru</=
st1:country-region></st1:place>
is now thought to be approximately 28 million.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>From 1975 to 2005, the popul=
ation
of <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Peru</st1:country=
-region></st1:place>
grew from an estimated 15 million to 28 million for a growth rate of 2.3% p=
er
year.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;</span><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Growth
rates in other Latin American countries throughout this period have officia=
lly
been estimated at about 2 &#8211; 2.5%.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Research demographers have
consistently told me estimates that were much higher, from 3 to 3.5%.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>An Ecuadorian sociologist told me =
in
1992 that he estimated that 1/3 of the population of <st1:country-region w:=
st=3D"on">Ecuador</st1:country-region>
had left the country from 1960 to 1990 and was now living in <st1:place w:s=
t=3D"on"><st1:State
 w:st=3D"on">Florida</st1:State></st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>He thought this was probably=
 an
underestimate.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp; </span><span style=3D'mso-tab=
-count:
1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>The Ecuadorian populat=
ion
grew from 6.9 million in 1975 to 13 million in 2005 according to official
estimates.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp; </span><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>In 19=
50,
the urban population of <st1:place w:st=3D"on">Latin America</st1:place> was
approximately 70 million.<span style=3D'mso-spacerun:yes'>&nbsp; </span>In =
1975,
it was estimated at 235 million, and in 2005, it was estimated by the UN at=
 436
million.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Latin
America has several countries that rank among the 50 largest populations in=
 the
world: <st1:country-region w:st=3D"on">Brazil</st1:country-region> (184 mil=
lion);
<st1:country-region w:st=3D"on">Mexico</st1:country-region> (105 million); =
<st1:country-region
w:st=3D"on">Colombia</st1:country-region> (43 million); <st1:country-region
w:st=3D"on">Argentina</st1:country-region> (39 million); <st1:country-region
w:st=3D"on">Peru</st1:country-region> (28 million); and <st1:place w:st=3D"=
on"><st1:country-region
 w:st=3D"on">Venezuela</st1:country-region></st1:place> (25 million).<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Some of the largest urban populati=
ons in
the world are found in Latin America: <st1:City w:st=3D"on">Mexico City</st=
1:City>
(22 million); <st1:City w:st=3D"on">S&atilde;o Paulo</st1:City> (19 million=
); <st1:City
w:st=3D"on">Buenos Aires</st1:City> (13.25 million); and <st1:place w:st=3D=
"on"><st1:City
 w:st=3D"on">Rio de Janeiro</st1:City></st1:place> (12 million).<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp; </span><st1:place w:st=
=3D"on"><st1:City
 w:st=3D"on">Lima</st1:City></st1:place> was about 1 million when I first w=
ent
there in 1964, according to information at the time.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>It is now about 8 million, almost =
one
third of the country&#8217;s population.<span style=3D'mso-spacerun:yes'>&n=
bsp;
</span><st1:City w:st=3D"on">S&atilde;o Paulo</st1:City> was 6.5 million in=
 1965,
when I first arrived in <st1:country-region w:st=3D"on"><st1:place w:st=3D"=
on">Brazil</st1:place></st1:country-region>,
and at that time, it had a rate of growth of 5.3% per year, with the popula=
tion
doubling every 13 years.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </spa=
n>The <st1:place
w:st=3D"on"><st1:City w:st=3D"on">S&atilde;o Paulo</st1:City></st1:place>
population has since tripled.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;</span><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span><span
style=3D'mso-spacerun:yes'>&nbsp;</span><st1:place w:st=3D"on"><st1:country=
-region
 w:st=3D"on">Haiti</st1:country-region></st1:place>, with a population dens=
ity of
280 people per square mile, is ranked the 25<sup>th</sup> &#8220;least
livable&#8221; country in the world.<span style=3D'mso-spacerun:yes'>&nbsp;
</span><st1:country-region w:st=3D"on">El Salvador</st1:country-region> has=
 a
population density of 330 per square mile, and <st1:place w:st=3D"on"><st1:=
country-region
 w:st=3D"on">Barbados</st1:country-region></st1:place>, with 1,672 people p=
er
square mile, is the 8<sup>th</sup> most densely populated country on the
planet.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp; </span><span style=3D'mso-tab-count:1'>&n=
bsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>In
my own research, I have seen many instances of subenumeration of high-ferti=
lity
populations.<span style=3D'mso-spacerun:yes'>&nbsp; </span>In the case of <=
st1:place
w:st=3D"on"><st1:country-region w:st=3D"on">Peru</st1:country-region></st1:=
place>,
where I have observed groups with the highest fertility of any human
experience, most of the people with whom I have had contact have never had =
an
official census and are not listed in Peruvian census reports.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>A
prominent Peruvian demographer, who is internationally known and respected =
in
demographic circles, who is a superb and conscientious scientist, and whose
work is widely published and quoted, told me essentially that no one knows =
how
many people live in any given Peruvian city including Lima and other large
urban settlements. </p>

I heard various first-hand reports of census takers systematically excluding
large portions of urban populations because the census taker considered the
people living in poor <i style=3D'mso-bidi-font-style:normal'>bairros</i> t=
o be <i
style=3D'mso-bidi-font-style:normal'>gente ruin</i> (bad people).<span
style=3D'mso-spacerun:yes'>&nbsp; </span>These people were usually the most
recent immigrants from the surrounding countryside and had the highest
fertility among urban inhabitants.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Here&#8217;s
an example:<span style=3D'mso-spacerun:yes'>&nbsp; </span>As a Peace Corps
physician in <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Brazil<=
/st1:country-region></st1:place>,
my job was to make sure the Peace Corps volunteers were healthy and to take
care of them if they got sick.<span style=3D'mso-spacerun:yes'>&nbsp; </spa=
n>My
first trip out into the country to do this was through the southern part of=
 the
state of <st1:place w:st=3D"on">Bahia</st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>One of the first towns I came to w=
as <st1:place
w:st=3D"on"><st1:City w:st=3D"on">Itabuna</st1:City></st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>When I arrived at the work site of=
 the
volunteer who worked there, Richard, he greeted me, and I asked him how thi=
ngs
were.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He told me that the cen=
sus
taker had just been in the <i style=3D'mso-bidi-font-style:normal'>bairro</=
i>
(neighborhood), which consisted of squatter settlements up and down the sid=
es
of the low hills that surrounded the main part of the town.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>On each ridge top was a dirt road,=
 along
which were mud-wall homes and small shops.<span style=3D'mso-spacerun:yes'>=
&nbsp;
</span>The bus came from town, went down the road, and turned around at the=
 end
to go back to town.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>So
I asked Richard, &#8220;How many people did the census taker find living
here?&#8221;<span style=3D'mso-spacerun:yes'>&nbsp; </span>&#8220;I don&#82=
17;t
think he found out,&#8221; replied Richard.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>&#8220;We walked down the road to =
end
where the bus turns around, interviewing people, then walked back, intervie=
wing
people on the other side of the road.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>When we got back to his car, he started to get in, and I asked him,
&#8216;What about the people living down the hillsides and at the bottom of=
 the
valley?<span style=3D'mso-spacerun:yes'>&nbsp; </span>Aren&#8217;t you goin=
g to
talk to them?&#8217; &#8216;<b style=3D'mso-bidi-font-weight:normal'><i
style=3D'mso-bidi-font-style:normal'>N&atilde;o, s&atilde;o gente ruin.</i>=
</b>
(&#8220;No, they&#8217;re lousy people.&#8221;),&#8217; he replied.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Richard&#8217;s
estimate was that about 90% of the people in the <i style=3D'mso-bidi-font-=
style:
normal'>bairro</i> lived in the hillside shacks and down at the bottom. They
were the most recent arrivals, with the lowest status, and they tended to h=
ave
the largest families.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>A=
ll the
effluvia of the ridgetop residents, of course, ran down hill into the muck =
at
the bottom.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Throughout
the Amazon region, I have seen reports of urban growth rates of 10-12% per =
year
as the result of both high fertility and in-migration.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>These growth rates have plac=
ed
completely unsustainable pressures on food sources not to mention other bas=
ic
necessities.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>When I was
teaching in <st1:City w:st=3D"on">Quito</st1:City>, <st1:country-region w:s=
t=3D"on">Ecuador</st1:country-region>
in 1992, there was a highly publicized report of a growth rate of 12% of the
population of settlements in the <st1:place w:st=3D"on">Galapagos Islands</=
st1:place>,
nearly all the result of migration from the mainland.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>This growth was devastating for the
fragile and unique ecosystem of that archipelago, parts of which have alrea=
dy
been destroyed by introduced animals such as goats and pigs. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>I
begin with this overall demographic picture because one cannot discuss issu=
es
of trade and immigration policies with <st1:place w:st=3D"on">Latin America=
</st1:place>
without this background.<span style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&=
nbsp;&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>If
classical economics indicates that a 3% rate of economic growth is required=
 to
support a 1% rate of growth in the population, it is immediately apparent t=
hat
Latin American economies cannot reach or sustain continuous economic growth
rates of 5, 6, or 9% without uncontrollable inflation to say nothing of
environmental degradation.<span style=3D'mso-spacerun:yes'>&nbsp; </span>In=
 fact,
this has happened in many countries, particularly those having oil resource=
s in
the Amazon.<span style=3D'mso-spacerun:yes'>&nbsp; </span>In <st1:place w:s=
t=3D"on"><st1:country-region
 w:st=3D"on">Brazil</st1:country-region></st1:place>, it has been catastrop=
hic
and permanent loss of forest cover in the Brazilian Amazon.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Since
the Amazon rain forest plays a major role in evapotranspiration cycles
throughout the eastern 2/3 of the South American continent, and since it pl=
ays
an important role in the global carbon cycle and oxygen production not to m=
ention
ambient temperatures and climate stability, this destruction of the
irreplaceable Amazon ecosystem is having terrible consequences for the peop=
le
living in this area.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It may h=
ave
lethal ecological consequences for the global ecosystem.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>In
<st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Brazil</st1:country-=
region></st1:place>,
nation-size tracts of land have been converted from a highly diverse,
ecologically complex, stable ecosystem to desert, and from wetlands to
scrub.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Cattle ranching =
and
subsistence farming follows logging and oil exploration operations.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Large areas of the Amazon forest n=
ow
appear in satellite images to have been eliminated by an atomic weapon.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Other areas look like a fish skele=
ton
with systematic deforestion.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Standing
on the edge of the <i style=3D'mso-bidi-font-style:normal'>Chapado dos
Guimar&atilde;es</i>, an enormous butte overlooking much of Mato Grosso, on=
e is
surrounded at night by a line of fire in the distance as the forest and
savannah is burned to make room for cattle and crops.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>In
nearby Cuiaba, the capitol of the state of Mato Grosso, one finds the large=
st
bus terminal in South America, the southern terminal of the Trans-Amazon
highway that is the artery of destruction between there and Belem through t=
he
Amazon.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The land around <st1:=
place
w:st=3D"on"><st1:City w:st=3D"on">Cuiaba</st1:City></st1:place>, once a can=
opy
rainforest, is now red, sterile lateritic pavement on which nothing can
grow.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>The
Pantanal, the largest wetland ecosystem in the Western hemisphere and perha=
ps
the world, which is unique in the global ecosystem in its breathtaking vari=
ety
of species and habitats, is being destroyed rapidly by deforestation, drain=
age,
and conversion of prime wildlife habitat to low-productivity cattle
ranches.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Flooding of the Pant=
anal
and rainfall, both essential to the maintenance of this habitat, is diminis=
hing
because of ecological destruction in surrounding areas.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Haiti,
the most populous nation in the Caribbean and one of the most densely popul=
ated
places on the planet, suffers one of the most degraded environments in the
western hemisphere due to long-term deforestation of poor soils on steep
mountainsides.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Although
official UN population estimates show <st1:place w:st=3D"on"><st1:country-r=
egion
 w:st=3D"on">Haiti</st1:country-region></st1:place> at 2 -2.5% rates of
population growth, many independent estimates put this at 3.5% rate of annu=
al
population increase over many years.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Many Haitians leave the <st1:place w:st=3D"on"><st1:PlaceType w:st=
=3D"on">island</st1:PlaceType>
 of <st1:PlaceName w:st=3D"on">Hispaniola</st1:PlaceName></st1:place> as ec=
onomic
as well as political refugees. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>In
1944, the town of <st1:place w:st=3D"on"><st1:City w:st=3D"on">Pucallpa</st=
1:City></st1:place>
in the Peruvian Amazon had about 3,000 people, mostly Peruvian <i
style=3D'mso-bidi-font-style:normal'>criollos</i> who had moved there from =
the
coast.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The native Shipibo peo=
ple
had been displaced.<span style=3D'mso-spacerun:yes'>&nbsp; </span>By 1964, =
at the
time of my first visit, <st1:City w:st=3D"on">Pucallpa</st1:City>, the east=
ern
terminal of the Trans-Andean &#8220;highway&#8221; on the banks of the <st1=
:place
w:st=3D"on"><st1:PlaceName w:st=3D"on">Ucayali</st1:PlaceName> <st1:PlaceTy=
pe
 w:st=3D"on">River</st1:PlaceType></st1:place>, was said to be about 30,000
people.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It is now well over 3=
00,000
people and growing rapidly.<span style=3D'mso-spacerun:yes'>&nbsp; </span>W=
hat
was canopy rainforest along the shores of Yarinacocha, an oxbow lake near <=
st1:place
w:st=3D"on"><st1:City w:st=3D"on">Pucallpa</st1:City></st1:place>, is gone =
along
with most of the 250 bird species counted there one time.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The canopy rainforest out from
Yarinacocha and between that place and <st1:City w:st=3D"on">Pucallpa</st1:=
City>
has been replaced by urban squatter settlements or barren land that looks l=
ike <st1:place
w:st=3D"on"><st1:State w:st=3D"on">Oklahoma</st1:State></st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>The changing climate acceler=
ates
the loss of the rain forest. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>This
is all background for the two main topics of interest &#8211; immigration f=
rom
and trade with <st1:place w:st=3D"on">Latin America</st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>These two subjects cannot be
separated.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Another subj=
ect
looms as backdrop &#8211; the general welfare of the American people, all of
whom are either immigrants to the North American continent or descendants of
those immigrants.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>The f=
irst
of these arrived somewhere between 10,000 and 15,000 years ago.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>They displaced and competed with n=
o one
except the Pleistocene megafauna.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>More recent immigrants are often seen as competing with current human
residents, although they are also seen as contributing a vital element to
American society. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>The
main impetus for immigration from Latin America to the <st1:place w:st=3D"o=
n"><st1:country-region
 w:st=3D"on">United States</st1:country-region></st1:place> is economic.<sp=
an
style=3D'mso-spacerun:yes'>&nbsp; </span>Although there are major resources=
 of
many kinds in <st1:place w:st=3D"on">Latin America</st1:place>, only a small
proportion of the population has ever benefited from them.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The class and caste systems of <st=
1:place
w:st=3D"on">Latin America</st1:place> prevent the development of a strong m=
iddle
class by comparison with North American and European societies.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Most people live a tenuous economic
existence of subsistence, low-paid wage labor, and total uncertainty, and t=
hey
are subject to many health problems without easy or any access to modern he=
alth
care.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Most
of my experience in Latin America has been with the people at the bottom of=
 the
social and economic heap, even if they didn&#8217;t experience it that way
&#8211; the Native Americans living a subsistence economy that has served t=
hem
well for thousands of years until the destruction of the ecosystem and the
influx of urban migrants forced them to the lowest-paid unskilled jobs in t=
he
national money economy; the urban poor living on garbage dumps and over tid=
al
pools in Bahia, Brazil; the destitute squatters of the <i style=3D'mso-bidi=
-font-style:
normal'>barrios</i> of Lima, Peru, and the sharecroppers and small-plot far=
mers
of the Brazilian <i style=3D'mso-bidi-font-style:normal'>sert&atilde;o</i>
digging for water with their bare hands.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>I have also cared as a physi=
cian
for the desperate <i style=3D'mso-bidi-font-style:normal'>mestizo</i> women=
 of
the Peruvian Amazon and <st1:place w:st=3D"on"><st1:country-region w:st=3D"=
on">Panama</st1:country-region></st1:place>
who come to the clinic suffering the devastating effects of uncontrolled
fertility and unattended childbirth, their babies dying of malnutrition and
diarrhea because, instead of expensive milk, they are fed flour mixed with
river water.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Derrick Je=
lliffe,
a pediatrician working in east <st1:place w:st=3D"on">Africa</st1:place> de=
cades
ago, referred to this practice as giving children &#8220;a concentrated
solution of bacteria and a dilute solution of nutrients.&#8221;<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;</span><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Here&#8217=
;s
an example:<span style=3D'mso-spacerun:yes'>&nbsp; </span>When I was runnin=
g a
small hospital in the Peruvian Amazon as a medical student in 1964, a young
woman came in to see me complaining of shortness of breath.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>She was seven months pregnant, and=
 she
was in congestive heart failure.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>She had so many intestinal parasites taking her blood, she was white=
 as
a sheet.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Her hematocrit was a=
bout
18%, which is the percentage volume of red blood cells.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>That is half of normal. She was
literally bleeding to death from the parasites.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>I put her on bed rest, gave her me=
dicine
to make her heart more efficient, diuretics, and intravenous iron to overco=
me
her anemia.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Then I treated her
hookworm disease among other parasites.<span style=3D'mso-spacerun:yes'>&nb=
sp;
</span>After a month, she left the hospital.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>A month later, she came back, and I
delivered her baby, which had a very low birth weight.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The placenta was small and infarct=
ed (it
had a lot of dead spots).<span style=3D'mso-spacerun:yes'>&nbsp; </span>The=
n I
went out to my Indian village to do research.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Four months after I delivered the =
baby,
I was back at the hospital, and she came in with her baby.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>It weighed less than it did at bir=
th, it
was very sick, and it was dying of diarrhea and malnutrition.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Partly because she had little brea=
st
milk and partly because she believed that breast feeding was something that
only &#8220;savages&#8221; did, she was giving the baby a bottle filled wit=
h a
white fluid that looked like milk.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>It wasn&#8217;t.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It was
flour mixed with river water.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>That baby,=
 in my
opinion, was condemed already to a life of stunted growth and limited mental
development if not mental retardation.<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span>It probably had no future, even if it survived.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>I have seen many cases like this a=
ll
over <st1:place w:st=3D"on">Latin America</st1:place>. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp; </span><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>There=
 were
no programs to help this woman with prenatal care, and there were no progra=
ms
to help her baby.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The Peruvian
government has tried to develop some since then, but it can&#8217;t keep up
with the increasing numbers of people who need them. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>So
people come north looking for a better life.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Very often, they come from all ove=
r <st1:place
w:st=3D"on">Latin America</st1:place>, find a way to stay, even illegally, =

</span>Maybe they go home, maybe they don&#8217;t, but if they can&#8217;t =
go
home, they try to bring the family here.<span style=3D'mso-spacerun:yes'>&n=
bsp;
</span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp; </span><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>The e=
ffects
for American citizens are controversial.<span style=3D'mso-spacerun:yes'>&n=
bsp;
</span>The immigrants, legal and illegal, often do work that Americans
won&#8217;t do.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Dr. David
Hayes-Bautista, a medical sociologist, has pointed out that the Social Secu=
rity
system is unsustainable without the young workers from <st1:place w:st=3D"o=
n">Latin
 America</st1:place>.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;</span><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>There
are clearly limits at some point to how many people from other countries ca=
n be
welcomed into the <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Un=
ited
  States</st1:country-region></st1:place>. But what are the limits?<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Population pressure is real,=
 and
increasing population with limited or diminishing resources has a finite
limit.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Do immigrants, legal or
illegal, really compete for jobs with residents and citizens? What is the
impact on the environment and natural resources of the <st1:place w:st=3D"o=
n"><st1:country-region
 w:st=3D"on">United States</st1:country-region></st1:place> itself? World
population is doubling about every 40 years or less. For Latin America and =
the <st1:place
w:st=3D"on">Caribbean</st1:place>, it is every 30 years. That means 1 billi=
on in
that region in 2025 and 2 billion by 2055. The <st1:country-region w:st=3D"=
on"><st1:place
 w:st=3D"on">US</st1:place></st1:country-region> population, growing at a r=
ate of
1.2% per year, will reach 300,000,000 next year.The pressures will increase=
.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Whatever
the answers, unless there is economic development in Latin American that ke=
eps
pace with population growth, there will be pressure for immigration from al=
l of
<st1:place w:st=3D"on">Latin America</st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>And the fact is, most people would=
 rather
stay home and have a comfortable life with their family and neighbors in a
familiar community than take the chance on finding hope north of the
border.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>But
how can economic development keep pace with population growth in <st1:place
w:st=3D"on">Latin America</st1:place> under the circumstances?<span
style=3D'mso-spacerun:yes'>&nbsp; </span>It can&#8217;t. With population gr=
owth
rates ranging from 2 to 3.5% per year, it takes constant rates of economic
growth of 6 &#8211; 10% per year just to keep things from getting worse than
they are.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It isn&#8217;t poss=
ible. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Some
Latin American leaders like Alberto Fujimori of <st1:place w:st=3D"on"><st1=
:country-region
 w:st=3D"on">Peru</st1:country-region></st1:place> have called for and supp=
orted
family planning programs.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </sp=
an>But
the response of the <st1:country-region w:st=3D"on">United States</st1:coun=
try-region>
to third-world pleas for family planning assistance &#8211; especially from
Latin American leaders &#8211; at the 1984 UN Population Conference in <st1=
:place
w:st=3D"on"><st1:City w:st=3D"on">Mexico City</st1:City></st1:place> was
&#8220;suck it up.&#8221;<span style=3D'mso-spacerun:yes'>&nbsp; </span>Ron=
ald
Reagan sent UN Ambassador and former <st1:place w:st=3D"on"><st1:country-re=
gion
 w:st=3D"on">US</st1:country-region></st1:place> Senator James Buckley, an
opponent of all fertility control measures including abortion and
contraception, with the message that what the third world countries needed =
was
not birth control but economic development. But there was no money for this=
. It
was the &#8220;trickle-down&#8221; theory applied to people who weren&#8217=
;t
even being trickled on, to quote Pat Schroeder.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>At
the 1994 UN Conference on Population and Development in Cairo, the US
delegation, led by Vice-President Al Gore and Undersecretary of State for
Global Affairs Tim Wirth, managed to get every single state in the world ex=
cept
the Vatican on board for a statement supporting<span
style=3D'mso-spacerun:yes'>&nbsp; </span>numerous programs for women includ=
ing
education, job training, economic opportunities, family planning, maternal
&amp; child care, and general health care as a way of giving women
opportunities to do something besides reproduce and to have better lives no
matter what their choices.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbs=
p;
</span>Every country in the world, including all from <st1:place w:st=3D"on=
">Latin
 America</st1:place>, made commitments to support this program with billion=
s of
dollars.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The <st1:country-reg=
ion
w:st=3D"on">US</st1:country-region> share was about $10 billion a year &#82=
11; a
fraction of the <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">US</=
st1:country-region></st1:place>
military budget.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>The
response of the US Senate, led by Senator Jesse Helms, was to denounce the
budget objectives and attempt to fire Tim Wirth.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Unless
women and their families in Latin America have total access to all forms of
fertility control including safe abortion, there is no hope that economic
development of any kind can keep up with population growth much less make
progress for the lives of people.<span style=3D'mso-spacerun:yes'>&nbsp;&nb=
sp;
</span>This is not to mention the fact that the leading cause of death among
women in the childbearing age range in <st1:place w:st=3D"on">Latin America=
</st1:place>
is unsafe abortion, and this has been true for the last 50 years.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Yet the Bush administration has cut
funds for family planning programs and maternal and child health programs,
especially for the UNFPA, with disastrous effects all over the world.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp; </span>One of my friends and
colleagues in <st1:place w:st=3D"on"><st1:City w:st=3D"on">Guayaquil</st1:C=
ity>, <st1:country-region
 w:st=3D"on">Ecuador</st1:country-region></st1:place>, Dr. Paolo Marangoni,=
 who
was in charge of the Ecuadorian Family Planning Association, told me that t=
heir
efforts were crippled by cuts in US aid for these programs.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Attacks on family planning
programs and abortion in the <st1:place w:st=3D"on"><st1:country-region w:s=
t=3D"on">US</st1:country-region></st1:place>
by political opponents undermined if not destroyed the credibility of
Ecuadorian doctors and other leaders trying to do something positive about
these issues in their country.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Economic
development programs in <st1:place w:st=3D"on">Latin America</st1:place> mu=
st be
tied to local resources and local labor so that local people can benefit and
not just multinational corporations.<span style=3D'mso-spacerun:yes'>&nbsp;=
&nbsp;
</span>Economic development must not occur at the cost of permanent destruc=
tion
of the local ecosystems upon which people depend for their livelihoods.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;</span><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Certain
Latin American cities are among the most highly polluted in the world.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Exhibit A is <st1:place w:st=3D"on=
"><st1:City
 w:st=3D"on">Mexico City</st1:City></st1:place>, which, due to its altitude=
 and
topography, surrounded by mountains, is chronically affected by thermal
inversion that traps automobile exhaust and particulate matter such as powd=
ered
feces in a toxic mix that is lethal to human health.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Others in the same or similar
situations include Bogota, Caracas, La Paz, Quito, Santiago, S&atilde;o Pau=
lo,
and, at times, Rio de Janeiro.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp;
</span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </spa=
n>If
real economic development occurs in conjunction with population stabilizati=
on
in Latin America, the pressure for immigration to the <st1:country-region
w:st=3D"on">US</st1:country-region> will diminish, and the growth of a midd=
le
class in <st1:place w:st=3D"on">Latin America</st1:place> will provide a ma=
rket
for US manufacturers as well as political stability.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Information technology appea=
rs to
offer an opportunity for low-impact, eco-friendly, high-gain economic
development in <st1:place w:st=3D"on">Latin America</st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
</span>Unfortunately, some of the most important extractive resources and c=
rops
and livestock raised in Latin America for export are some of the most
ecologically destructive &#8211; coffee, soybeans, sugar for export and
ethanol, tree farms for paper mills, cattle for cheap hamburgers, and tropi=
cal
hardwoods for fine furniture.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp;
</span>Oil exploration and exploitation by multinational corporations has
destroyed much of the Amazon ecosystem, especially in sections near the eas=
tern
flank of the <st1:place w:st=3D"on">Andes</st1:place>. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span><span
style=3D'mso-spacerun:yes'>&nbsp; </span>The attitude toward the <st1:place
w:st=3D"on"><st1:country-region w:st=3D"on">United States</st1:country-regi=
on></st1:place>
among Latin Americans is generally very positive, but the Bush administrati=
on
policies have frightened and otherwise troubled people who are inclined to =
be
our friends.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>George W. =
Bush
is hated, feared, ridiculed, and generally despised in <st1:place w:st=3D"o=
n">Latin
 America</st1:place>.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Part of=
 this
is due to his bullying attitudes and invasion of <st1:place w:st=3D"on"><st=
1:country-region
 w:st=3D"on">Iraq</st1:country-region></st1:place>, part of it is due to his
swaggering and false <i style=3D'mso-bidi-font-style:normal'>machismo</i>, =
and
part of it is his insulting and patronizing manner toward Latin Americans, =
who
can generally spot a fraud from a mile away.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>In <st1:place w:st=3D"on">La=
tin
 America</st1:place>, George W. Bush, who thinks he can speak Spanish, is
regarded as a bi-ignorant bully.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Harsh
populist and anti-American rhetoric coming out of democratically elected
regimes in places like <st1:country-region w:st=3D"on">Bolivia</st1:country=
-region>
and <st1:country-region w:st=3D"on">Venezuela</st1:country-region> resonate
strongly with deep popular resentment of George Bush and hostile policies of
the <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">United States</s=
t1:country-region></st1:place>
government.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span><st1:countr=
y-region
w:st=3D"on">Venezuela</st1:country-region>, for one, is making friends and
influencing neighbors by aggressively helping <st1:place w:st=3D"on"><st1:c=
ountry-region
 w:st=3D"on">Cuba</st1:country-region></st1:place>, which has suffered for =
40
years under the American embargo that is ineffective, counterproductive and
stupid.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>In
1978, I visited <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Cuba=
</st1:country-region></st1:place>
with a Cuban-American study group and a professional medical group.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>We were well received by the Cuban=
s at
every level.<span style=3D'mso-spacerun:yes'>&nbsp; </span>I made a speech =
in
Spanish in the town square in <st1:place w:st=3D"on"><st1:City w:st=3D"on">=
Santiago
  de Cuba</st1:City></st1:place> one day and probably could have been elect=
ed
mayor the next day.<span style=3D'mso-spacerun:yes'>&nbsp; </span>A local
physician showed me how he had devised an intrauterine device out of fishing
line since the American trade embargo prevented his getting the manufactured
ones for his patients.<span style=3D'mso-spacerun:yes'>&nbsp; </span><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&=
nbsp;&nbsp;&nbsp; </span>Everywhere
I went, the Cubans were warm and hospitable to me and my colleagues, and th=
ey
were proud of improvements in their lives since the revolution. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>There were health clinics
everywhere.<span style=3D'mso-spacerun:yes'>&nbsp; </span>But the economy w=
as
dependent on help from the Russians, whom the Cubans detested.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>There was a well-kept museum=
 to
remember the <st1:place w:st=3D"on">Bay of Pigs</st1:place> invasion sponso=
red by
the American government.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Cubans
everwhere expressed enthusiasm and affection for the American people while
expressing distress about the actions of the American government.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>For my part, I couldn&#8217;t help
feeling that Americans are missing a lot by not being able to enjoy the
exuberance of Cuban music, dance, food, art, and love of literature to say
nothing of excellent rum and, for some (not me), superior cigars. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>When
I visited <st1:place w:st=3D"on"><st1:country-region w:st=3D"on">Cuba</st1:=
country-region></st1:place>
in the fall of 2005 to see a Cuban family that I know, things were
different.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The economy had
collapsed with the collapse of the <st1:place w:st=3D"on">Soviet Union</st1=
:place>,
and there was little hope.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The
American embargo was seen as an excuse for the economic problems, among
others.<span style=3D'mso-spacerun:yes'>&nbsp; </span>But the Cubans with w=
hom I
spoke still loved their own country and wanted to stay.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>They just wanted a better life.<sp=
an
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span
style=3D'mso-spacerun:yes'>&nbsp; </span><span style=3D'mso-tab-count:1'>&n=
bsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>One
of the best things we can do to improve our relationship with <st1:place w:=
st=3D"on">Latin
 America</st1:place> is to get a new President, preferably one who is truly
bilingual in Spanish and English.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Another is to spend time with Latin American leaders trying to find =
out
truly what they want and need instead of telling them what to do.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>A third is to give genuine support=
 for
ecologically sensitive economic development that gives as much of the contr=
ol
and income to Latin Americans as possible.<span style=3D'mso-spacerun:yes'>=
&nbsp;
</span>A fourth is to offer assistance in programs for education, health ca=
re,
and technology that people need.<span style=3D'mso-spacerun:yes'>&nbsp;&nbs=
p;
</span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>We
are currently spending approximately $170 million a day on the war in <st1:=
place
w:st=3D"on"><st1:country-region w:st=3D"on">Iraq</st1:country-region></st1:=
place>
in a conflict that appears to making things much worse in that country and =
in
the rest of the region.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>That&#8217;s about $5 billion a month.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Just think what investment of that=
 kind
of money in the economic infrastructure and human services such as housing,
education, health care, job training, etc. in <st1:place w:st=3D"on">Latin
 America</st1:place> could accomplish for our neighbors to the south.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>If they have jobs and hope, it just
might be a more attractive place for people to live instead of feeling that
they have to leave their own country for a chance to survive.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>There is a lot to enjoy in <st1:pl=
ace
w:st=3D"on">Latin America</st1:place>.<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Helping
the people of the <st1:place w:st=3D"on"><st1:PlaceType w:st=3D"on">Gulf</s=
t1:PlaceType>
 <st1:PlaceType w:st=3D"on">Coast</st1:PlaceType></st1:place> recover from =
the
devastation of Hurricanes Katrina and Rita might send a message that we help
people who are hurt starting with our own citizens.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Latin Americans would see and appl=
aud
that. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><span style=3D'mso-tab-co=
unt:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <=
/span>Since
the leadership of John F. Kennedy and the <b style=3D'mso-bidi-font-weight:=
normal'><i
style=3D'mso-bidi-font-style:normal'>Alianza para el Progreso</i></b>, Latin
America has been forgotten and neglected by the United States except for the
occasional invasion or denunciation of its leaders by our own leaders.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>After John Kennedy&#8217;s
assassination, there was a candle in windows throughout Latin America and t=
he <st1:place
w:st=3D"on">Caribbean</st1:place> in the memory of a man who was loved by m=
any in
that region.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He gave them
hope.<span style=3D'mso-spacerun:yes'>&nbsp; </span>So did his brother, Bob=
by,
who visited &#8220;<i style=3D'mso-bidi-font-style:normal'>Os Alagados</i>&=
#8221;
of <st1:City w:st=3D"on">Salvador</st1:City>, <st1:place w:st=3D"on"><st1:C=
ity
 w:st=3D"on">Bahia</st1:City>, <st1:country-region w:st=3D"on">Brazil</st1:=
country-region></st1:place>
among other places of poverty and hopelessness in an attempt to understand =
the
plight of the people there and to give them hope.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp; </span><span style=3D'mso-tab=
-count:
1'>&nbsp; </span>The invasion of and endless war in Iraq has sent a very
different message, and it has cost us many opportunities to do things for o=
ur
own citizens and people in Latin America not to mention people in other par=
ts
of the world such as the Middle East and Africa.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>And these people might be more lik=
ely to
be our friends in the future if we offer them a helping hand and hope inste=
ad
